One 55-gallon blue container with a blue <br /> funnel inside the fill port had no label. One full 5-gallon container with pooling oily liquid and two fuel finers on its top <br /> had an unreadable white label.The three aforementioned containers were located immediately behind the shop in the <br /> hazardous waste storage area. <br /> George W Lowry,Inc. Waste Transporter#7844 responded to Pacific Southwest Imigation(PSWII)on January 5,2015.All containers of used oil including <br /> 2-55 gallon blue drums and funnel 25 filled and partially filled 5 gallon buckets with used oil liquids were suctioned up and transported by Lowry Truck <br /> #122 on Consolidated Manifest Invoice#25057.(part of Uniform Hazardous Waste Manifest Number 013435157JJK). Empty Drums were picked up by <br /> Lowry for Recycling and the buckets were cleaned up by Pacific Southwest irrigation personnel for recycling and/or parts storage. All Used Oil and fuel <br /> Biter were placed in the PSW I Used Drained Oil Filter Drum prior to it being picked up on January 5,2015 Invoice#25057.The Hazardous Waste Storage <br /> area was moved to the new Oil Room Storage Container January 30,2015 <br /> -Two 55-gallon red containers(one of which had a label of fuel/diesel"mixed don't use',located in the yard area near <br /> the above ground waste oil storage tank had no hazardous waste labels. <br /> The 2-55 Diesel/Gasoline mixture drums were consolidated into one drum by Lowry Personnel on January 5,2015 and the remaining drum was labeled <br /> and dated UN 1993 Waste Flammable Liquid (Gasoline Diesel mix),3, pits III(D001)).The second drum was empty and was picked up by Lowry personnel <br /> for recycling. ON January 26,2015 Lowry Personnel picked up the Gasoline/Diesel Mixture Drum and transported the drum on Uniform Hazardous Waste <br /> Manifest#013435237JJK to Demenno/Kerd000n,2000 Alemeda Street,Compton,CA 90222. <br /> -Multiple open 5-gallon containers, scattered throughout the property and described in previous violations had various <br /> amounts of various chemicals(grayish blue and tan In color)were set out to dry had no hazardous waste labels. <br /> Multiple 5 gallon buckets were sorted by Hazardous Waste type by George W.Lowry,Inc.,Colin Kelly,Senior Hazardous Waste Transporter.There were <br /> two types of wastes present. One waste was Weldon Adhesives in 3-5 gallon containers and the remaining container of waste was used oils. The <br /> Waste Oil as noted above was suctioned out and the buckets cleaned for recycling and/or parts storage. The 3 buckets were placed into a 55 gallon open <br /> top waste drum with lid and a CA Hazardous Waste Label dated and filled out,UN1133,Waste Flammable Liquid,n.o.s.(Adhesives),3,pig II,(D001).On <br /> 2.19.15,the Waste Adhesive were picked on Uniform Hazardous Waste Manifest 013435263 JJK transported to Crosby&Overton,Inc.1610 W.17th <br /> Street,Long Beach,CA 90813. <br /> All hazardous waste containers shall be marked with the following Information <br /> the words"Hazardous Waste' <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition(contents) <br /> -accumulation start date <br /> One of the blue containers described above was labeled at the time of inspection with the name and address of the <br /> generator and with physical state and hazardous properties at the time of inspection,however no composition <br /> (contents)or accumulation start date were included. Immediately label these containers and ensure that all containers <br /> are marked with all the required Information. Since it cannot be determined how long the aforementioned containers <br /> have been on site,immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and <br /> submit a copy of the manifest to the EHD.This is Class II violation <br /> All Hazardous Waste Containers were Labeled with a Hazardous Waste Label with the above information on each container. Hazardous Waste was re- <br /> moved as soon as the TSDF gave permission and confirmation to accept the waste. The Hazardous Waste Label on the Blue Drum was wrong and made <br /> no sense.The Waste Oil was removed from the drum and the empty drum was taken by Lowry for recycling. <br /> 2)One waste oil tank estimated to be approximately 100 gallons in capacity was observed in the yard area near the red <br /> drums described above,and had no label.This tank Is elevated off the ground via metal stilts.Some oily residue was <br /> noted at the tap area of the tank,however,no visible signs of contamination were noted below this tank All hazaOous <br /> waste tanks shall be marked with the words'Hazardous Waste"and the accumulation start date. Immediately ensure <br /> that all hazardous waste tanks are marked with the required Information.This is a Class II violation <br /> • This container was a Diesel Tank. The 200 gallon AST was drained of all diesel residue and the diesel was placed in the PSWI Diesel fuel tank, the filter <br /> was removed,cleaned up and placed in the used filter drum and the tank and stand were sold. <br />
