Mr. Carlos Abarca stated that they don't provide hazardous waste training, but <br /> will initiate it as soon as possible. The generator must ensure that all employees who handle hazardous waste are <br /> thoroughly familiar with proper waste handling and emergency procedures. Immediately provide training to all <br /> employees who handle hazardous waste and submit a copy of the training records to the EHD. A schedule of free EHD <br /> classes was provided. This is a Class II violation. <br /> 109 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Copies of uniform manifests for the disposal of hazardous waste were not found on site. Hazardous waste generators <br /> shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting <br /> procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests <br /> and receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a Class II violation. <br /> 112 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records were not found on site. Hazardous waste generators shall retain copies of <br /> all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for <br /> three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the <br /> last three years, maintain them on site, and submit copies to the EHD. This is a Class 11 violation. <br /> 114 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading or <br /> manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the EHD. This is a <br /> Class II violation. <br /> 117 HSC 25404(e)(4) Failed to report program data electronically. <br /> A submission to the California Electronic Reporting System(CERS)for the hazardous waste program has not been <br /> made. Beginning January 1, 2013, all businesses are required to submit all new(or any changes to existing) <br /> hazardous waste information online to the CERS at http://cers.calepa.ca.gov. Be sure to include your hazardous <br /> waste activity in the Businesses Activities section in CERS in addition to any other relevant activities and required fields <br /> This is a Gass 11 violation. <br /> 204 HSC 25201(a)Failed to obtain a permit to treat hazardous waste. <br /> According to Mr. Carlos Abarca and other onsite personnel present at the time of facility walk through,waste piping <br /> glues(like Weld-on), are being treated by air-drying the unused/waste glues for several years onsite without a permit to <br /> treat hazardous waste, and then dispose of the hardened material into the solid waste(garbage) container. According <br /> to the provided SDS Weld-on is a flammable liquid with the flash point of 21 F. Immediately obtain a permit to treat <br /> hazardous waste.
