The following are the areas of staining or other areas of concern that were noted: <br /> 1) Oily staining was noted on gravel below the hazardous waste storage containers located in the outdoor area, <br /> southeast of the shop. <br /> 2)A large area of oily staining (on gravel)was noted in a parking space in front of the hazardous waste storage area. <br /> 3)Standing oily liquid was noted on several 55-gallon and 5-gallon hazardous waste containers located in the <br /> hazardous waste storage area. <br /> 4)A hardened patch of rubbery grayish material (at least one foot in diameter)was noted on the ground in front of the <br /> trash compactor. <br /> 5)Oily staining was noted on gravel below the trench digging machinery parked in the yard area <br /> 6) Several active leaks of red-dye diesel were noted from at least three mobile"creek"pumps, which have an on-board <br /> diesel tanks which ranged from 150 to 250 gallons. <br /> 7) Metal fines were observed on the shop's Floor in the area of the metal cutting equipment <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air,soil, or surface water, which could threaten human health or the environment. Immediately fix all leaks, <br /> spills, staining, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> No spill control equipment was present onsite. All facility communications or alarm systems, fire protection equipment, <br /> spill control equipment, and decontamination equipment,where required, shall be tested and maintained as necessary <br /> to assure its proper operation in time of emergency. Immediately begin this practice. This is a Class 11 violation. <br /> 401 CCR 66262.34(d)(2) Failed to store hazardous waste in a container that is in good condition. <br /> One damaged 5-gallon (white)container, located near the southeastern property boundary(where multiple 5-gallon <br /> containers of hazardous waste were staged for air-drying)was noted during the inspection. The observed container had <br /> some blackish oily liquid(1/4-1/3 full) and had no lid and had multiple cracking and tears around the container top. <br /> Hazardous waste shall be stored in a container that are in good condition. Immediately transfer all hazardous wastes <br /> into containers that are in good condition or have hazardous wastes properly disposed of by a licensed hazardous <br /> waste hauler under a proper manifest.
