Several areas of oily staining and multiple active fuel leaks were observed throughout the facility at the time of inspection. The following are the areas of staining or other areas of concern that were noted: 1) Oily staining was noted on gravel below the hazardous waste storage containers located in the outdoor area, southeast of the shop. 2)A large area of oily staining (on gravel)was noted in a parking space in front of the hazardous waste storage area. 3)Standing oily liquid was noted on several 55-gallon and 5-gallon hazardous waste containers located in the hazardous waste storage area. 4)A hardened patch of rubbery grayish material (at least one foot in diameter)was noted on the ground in front of the trash compactor. 5)Oily staining was noted on gravel below the trench digging machinery parked in the yard area 6) Several active leaks of red-dye diesel were noted from at least three mobile"creek"pumps, which have an on-board diesel tanks which ranged from 150 to 250 gallons. 7) Metal fines were observed on the shop's Floor in the area of the metal cutting equipment Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air,soil, or surface water, which could threaten human health or the environment. Immediately fix all leaks, spills, staining, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a Class II violation. 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. No spill control equipment was present onsite. All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately begin this practice. This is a Class 11 violation. 401 CCR 66262.34(d)(2) Failed to store hazardous waste in a container that is in good condition. One damaged 5-gallon (white)container, located near the southeastern property boundary(where multiple 5-gallon containers of hazardous waste were staged for air-drying)was noted during the inspection. The observed container had some blackish oily liquid(1/4-1/3 full) and had no lid and had multiple cracking and tears around the container top. Hazardous waste shall be stored in a container that are in good condition. Immediately transfer all hazardous wastes into containers that are in good condition or have hazardous wastes properly disposed of by a licensed hazardous waste hauler under a proper manifest.
