Lodi Metal Tech, Inc. — <br /> Chronology of Events <br /> Wastewater Release 8/24/2006 <br /> On 24 August, 2006, Lodi Metal Tech, Inc. (LMT)had a release of wastewater to the <br /> City of Lodi storm water system. The following is a chronology of events as best they <br /> can be recreated. <br /> 08/23/06, 22:15 <br /> Paint line employees shut down the conveyorized paint system for the night not realizing <br /> that a pump priming water valve into tank#1 was locked in the open position. Tank#1 <br /> contains a 0.025% solution of Kote-30, a phosphoric acid solution used to clean product <br /> prior to coating with a water based paint. <br /> 08/24/06, 00:00 <br /> LMT operations are shut down. All employees leave the facility. <br /> 08/24/06, 03:50 <br /> Mr. Jim Holt, the LMT maintenance supervisor arrives at the facility for the start of his <br /> work day. Upon arrival, he discovered liquid running across the pavement from the <br /> "general storage" lean-to attached to Bay 4, to storm drain#8. Mr. Holt investigates the <br /> cause of the flow and discovered an open water valve used to prime a pump attached to <br /> tank#1. This resulted in tank#1 overflowing into its containment sump. This sump is <br /> equipped with a pump, operated by a high level switch, that transfers the wastewater from <br /> the sump to a large settlement tank. During normal operations, the Kote-30 dilution from <br /> tank#1 and clean up water from the paint booth are transferred to the large settlement <br /> tank prior to batch discharges to the City of Lodi sanitary sewer system. The water <br /> pumped from the tank#1 sump filled the settlement tank, the surrounding containment <br /> area and overflowed to the pavement in the general storage lean-to attached to Bay 4 and <br /> from there, across pavement to storm drain#8. Mr. Holt immediately turned off the <br /> water valve flowing into tank#1 and shut off power to the pump in the tank#1 <br /> containment sump. He then built a berm around storm drain#8 using clay absorbent. <br /> 08/24/06, 04:01 <br /> Mr. Holt called Mr. Don Merrill at his home appraising him of the situation. Mr. Merrill <br /> provided additional instruction for Mr. Holt <br /> 08/24/06, 04:05 <br /> Mr. Holt continued spreading clay absorbent into the released wastewater on the <br /> pavement. <br /> 1 of 6 <br />
