.. Lodi Metal Tech, Inc. ,..
Chronology of Events
Wastewater Release 8/24/2006
As other LMT employees arrived at the plant to start their shift, welding foreman, Dan
Neider, directed them to Mr. Holt, who supervised the remainder of the clean up. Using
this method, all the water on the pavement outside the settlement containment area was
absorbed. This saturated clay absorbent was then placed in approved plastic lined,
aluminum framed hazardous materials containers, labeled and placed in LMT's waste
accumulation area. The hazardous waste transportation company was called and a
hazardous waste pickup was requested.
08/24/06 05:30
Mr. Darryl Strongheart rode to the City of Lodi storm drain system lift station located
adjacent to the north east corner of LMT's property. From atop the grate covering the lift
station, Mr. Strongheart observed the water collected in the lift station. It did not appear
to him as though any of the water from the LMT release had flowed into this lift station.
08/24/06 06:30
Mr. Holt checked the pH of the wastewater released to the storm drain. Testing the pH of
the wastewater is standard procedure prior to scheduled batch discharges to the city
sanitary sewer system. The pH of the released wastewater was 6.4.
08/24/06 07:00
Mr. Merrill arrived at the facility and began investigating the release and the estimating
the amount of released wastewater that went into the storm drain. Based on the probable
flow rate of the primer valve, the on-site storage capacity at LMT, and the time frame the
valve was open, it was estimated that approximately 600 gallons of released wastewater
had entered the storm drain system.
08/24/06 10:30
Mr. Merrill determined that this incident constituted a "release" as defined by California
Health and Safety Code 25501 and that he should report the incident to the appropriate
agencies. Mr. Merrill first contacted Mr. George Bradley, City of Lodi Street
Superintendent. Mr. Merrill described the incident, the actions taken to control the
release, and the actions planned to mitigate any potential impact on the City of Lodi
storm drain system. Mr. Bradley informed Mr. Merrill that a representative from the City
of Lodi might come to LMT to review the incident, and confirm whether or not the
release had flowed into the city storm drain system.
Mr. Merrill then contacted San Joaquin Office of Emergency Services and provided
notification of the release. Mr. Merrill spoke with Mark and described the incident, the
actions taken to control the release, and the actions planned to mitigate any potential
impact on the City of Lodi storm drain system.
2 of 6
