One steel tank of used antifreeze, located in the eastern repair shop, was labeled with an <br /> accumulation start date of 7-8-13 and lacked the most current accumulation start date. According to <br /> onsite records, the most recent pickup for used antifreeze was conducted on November 7, 2013. All <br /> hazardous waste tanks shall be marked with the words "Hazardous Waste" and the the most current <br /> accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the <br /> required information. <br /> 610. Two 55-gallon metal drums of used oil and gasoline filters were labeled with an accumulation start <br /> date of 11-15 and lacked the accumulation start year. Used oil and gasoline filters must be stored in a <br /> closed, rainproof container, labeled as "drained used oil and gasoline filters," and marked with an <br /> accumulation start date. Immediately mark the accurate accumulation start year and ensure that all <br /> used filters are managed in this way. <br /> Minor Violations: (104, 812) <br /> 104. The current source reduction evaluation review plan (SB14) was not available for review at the <br /> time of inspection. According to Mr. Sheldon Phillips, a plan was completed and submitted, but could <br /> not be located onsite at the time of inspection. Every generator shall retain a copy of the current review <br /> and plan and report at each site, and upon request shall make it available for inspection. Immediately <br /> locate a copy of this plan for the facility, maintain a copy onsite, and submit a copy of the plan to the <br /> EHD by January 2, 2014. <br /> 812. Copies of universal waste disposal records were not found on site. According to Mr. Guzman, <br /> universal waste is taken to a local Home Depot store for disposal. A generator of universal waste <br /> (batteries, mercury containing equipment, lamps/bulbs, electronic devices, CRTs, CRT glass, aerosol <br /> cans) shall keep a record of each shipment of universal waste on site for at least three years. The <br /> record may take the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall <br /> include the following: <br /> - Name & address of destination facility <br /> - Quantity & type of universal waste <br /> - Date of departure/shipment <br /> Begin this practice immediately. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Stacy Rivera (209) 468-3440 <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
