HAZARDOUS WASTE HIL TANK ASSESSMENT REPORT
Waste Management, Inc.
Stockton Scavenger Facility
1240 Navy Drive
Stockton, California 95206
BACKGROUND
Waste Management, Inc., (WMI) owns and operates the Stockton Scavenger Facility at 1240
Navy Drive, in Stockton, California. At the Stockton Scavenger Facility, mechanics perform
maintenance and minor repairs of fleet vehicles and therefore generate used oil. The used oil is
temporarily stored in an above ground `Waste Oil' tank until removed for processing and
recycling by Evergreen Environmental Services, Inc., (Evergreen).
The purpose of the waste tank assessment is to evaluate whether the existing tank system was
adequately designed, has sufficient structural strength and compatibility with the wastes to be
transferred and stored, as described in Title 22, California Code of Regulations, §66265.192,
Design and Installation of New Tank Systems or Components (22 CCR§66265.192). The Waste
Tank Assessment Report must be a written document that describes the following, at a
minimum:
(1) Design standard(s), according to which the tank and ancillary equipment were
constructed, if design standards are available;
(2) Hazardous characteristics of the waste(s) that have been or will be transferred and
stored in tank;
(3) Existing corrosion protection measures;
(4) Age of the tank system, if available; and,
(5) Results of leak tests, internal inspections, or other tank integrity testing that has
been completed and dates completed.
HAZARDOUS WASTE TANK ASSESSMENT FINDINGS
The waste oil tank (tank) is a vertical double-walled tank manufactured in July 2008 by Mosier
Brothers. The tank is made of 14 GA. A569 CQ carbon steel. The capacity of the tank is 550
gallons and the gross capacity of the secondary containment system is 605 gallons. The circular
tank is 47" in diameter and 6' in height.
