# •
maintenance shop in the oil change bay. The tank is located against the south wall out of the
way from traffic.
Waste oil is pumped pneumatically from the oil change service pit inside the shop through a
series of transfer hosing into the storage tank. There were no signs of defective hoses, pumps or
other ancillary equipment associated with the tank system. According to Terry Smith, Fleet
Maintenance Shop Manager, Evergreen removes approximately 200 gallons of waste oil per
month for recycling.
There were no obvious weld cracks, seam cracks, scraps of protective coating or signs of
corrosion associated with the tank noted during the on site visual observations of the tank. There
were no apparent oil stains indicative of leaks or overfilling of the tank. The tank, secondary
containment, piping, pumps or other ancillary equipment were considered to be in good
condition, and the immediate area to the tank was neat and orderly. There were no cracks noted
with the concrete pavement supporting the tank. Refer to Photograph Log, Attachment A.
The secondary containment system does not have an automated leak detection system; however,
the tank is visually inspected daily and the inspections are documented accordingly.
There was no sight `fill' gauge installed on the primary tank.
The tank was not secured to the floor or to the wall.
There were no emergency contact names and phone numbers posted on or near the tank.
The following summary describes the findings of the tank assessment regarding the required
components of a Waste Tank Assessment Report:
(1)Design Standards
There were no design standards available for review at the time of the site visit to assess
the tank. However, subsequently Terry Smith contacted Mosier Brothers and obtained
design specifications and pressure testing results. Refer to Attachment B, Mosier
Brothers correspondence(4/27/2009).
(2)Hazardous Characteristics of Waste Oil
The tank is used to store used oil, which is a hazardous waste that is considered
flammable under certain conditions, and may contain metals. The steel tank and the
secondary containment system are compatible with hazardous characteristics of waste oil
and metals.
(3)Existing Corrosion Protection Measures
The interior of the carbon steel tank is compatible with waste oil. The exterior surface of
the tank was coated with a corrosion resistant industrial paint. The tank is located within
liau+rAota Waste Oil Tank Assessment Report 1 NES.Inc.
Waste Management,Inc.—Stockton Scavenger Facility NES Project Number 289.EC743.00
Stockton,California
