The permitting requirements, annual fees, and disproportionately <br /> stringent regulatory burden imposed by the State of California for the operation of a simple <br /> activated carbon treatment unit of this nature effectively prohibits Tesoro from utilizing on-site <br /> treatment for its wastewater. We do not intend to re-activate this treatment unit at the Stockton <br /> facility and consider it permanently closed. <br /> We trust that this letter and the attached Uniform Hazardous Waste Manifest meets your <br /> requirements for notification that Tesoro no longer operates and has fully closed its activated <br /> carbon treatment unit.
