Since the waste shipments in question were sent off-site in <br /> 1993 , it is not clear as to the benefit of now filing an <br /> exception report for the material . In the future, should <br /> Tesoro not receive a copy of the complete manifest within 45 <br /> days, the transporter and designated facility will be notified <br /> and, if the situation is not corrected within 45 days of <br /> shipment , an exception report will be filed. <br /> Item #45 Update and Modify the Contingency Plan <br /> Tesoro has been actively modifying and updating our spill <br /> response contingency plan to include provisions for releases <br /> of hazardous waste or hazardous constituents associated with <br /> hazardous waste . With the guidance documents provided from <br /> you, we will further modify the contingency plan to cover the <br /> referenced California Code of Regulations (CCR 66265 . 52) . As <br /> requested, the revised contingency plan will be completed on <br /> or before Friday, February 17, 1995 . <br /> Item #47 Assign an Emergency Coordinator and Alternate Emergency <br /> Coordinator <br /> In Tesoro' s established Contingency Plan for Spills and <br /> Releases, Mr. David Taylor has been assigned as the on-site <br /> Incident Commander for the Terminal . The Deputy Incident <br /> Commanders for the terminal are Mr. Bob Johnson and Mr. Tom <br /> Leiker. <br /> For consistency with parallel regulations, Mr. Taylor also <br /> will serve as the hazardous waste Emergency Coordinator, and <br /> Mr . Johnson and Mr. Leiker will serve as alternate Emergency <br /> Coordinators . This information will be detailed in Tesoro' s <br /> revised contingency plan. <br /> Item #49 Maintain Personnel Training Records On-site <br /> Tesoro has begun a re-evaluation of training priorities for <br /> its terminals . As part of this project , Tesoro has retained <br /> the consulting firm of Pacific Safety Solutions , Inc . of <br /> Sacramento, California to assist in providing and documenting <br /> training for Tesoro' s terminal operators . <br /> As requested, training records will be updated and kept on <br /> file at the Stockton terminal on or before February 17, 1995 , <br /> as requested. <br /> I trust this information will convey Tesoro' s commitment to <br /> environmental compliance at the Stockton Terminal .
