(HDR I e2M),an HDR company, is pleased to submit this <br /> assessment report for the subject waste oil tank. This report summarizes checklist field observations and <br /> reviewed records; it also includes conclusions and recommendations based on regulatory requirements <br /> and the tank manufacturer's maintenance guidelines. The assessment standards and contents below are <br /> applicable to a new tank/system accumulating only non-Resource Conservation and Recovery Act <br /> (RCRA)wastes(used oil)and satisfy California Code of Regulations(CCR),Title 22, Section <br /> 66265.192(k). <br /> The subject tank is located at Tracy Express Carwash and Lube,2480 N.Tracy Boulevard,in Tracy, <br /> California. The tank was inspected on September 29,2009. The facility is both a carwash and an <br /> automotive service center providing oil changes and other minor repairs. A site map depicting the tank <br /> location is presented as Figure 1. <br /> Tank Configuration <br /> The tank is a horizontal,rectangular, skid-mounted,aboveground storage tank with an approximately <br /> 500-gallon capacity,manufactured by Containment Solutions,Inc. The tank is situated in a basement <br /> beneath the lube bays on a level concrete floor at the southwest corner of the facility(Figure 1). The <br /> concrete basement floor is in good condition with only a minor crack observed near the tank outside a <br /> containment berm. The containment berm is made of concrete with a 6-inch by 6-inch cross section. No <br /> tank settlement was observed at the time of inspection. No drains were observed in the basement or <br /> within the containment berm. The tank/basement is not affected by outside area drainage; spills within <br /> the basement would be contained by the basement, and further by the containment berm. The channel <br /> steel skids are painted and in good condition. <br /> Design Standard <br /> Material of construction: The tank is double-walled welded steel. It is Underwriters Laboratories Inc. <br /> (UL) 142-listed and meets fire code requirements, including National Fire Protection Association (NFPA) <br /> 30,for flammable and combustible liquid storage.
