Mr.Kyung Park <br /> October 11,2009 <br /> Page 3 of 4 <br /> Description of any structural damage or inadequate installation or construction: No grounding wire and <br /> associated grounding rod were observed; however,the tank is not a fuel-storage tank. <br /> Results of leak test, internal inspection or other integrity testing: The inspection was limited to visual <br /> observation. Leak testing was not performed. A written assessment and certification prior to the tank <br /> being placed in service were not available for review. An internal inspection of the interstitial space was <br /> conducted via the labeled secondary emergency vent port. No signs of leakage were observed at the time <br /> of the inspection. <br /> Estimate of tank's service life: The tank manufacturer provides a 1-year warranty but no prediction of the <br /> tank's useful life. From a regulatory perspective,the tank is considered a new tank(installed after July 1, <br /> 1991). Properly manufactured, installed and maintained oil tanks can have a life expectancy of 20-30 <br /> years. <br /> Conclusions and Additional Considerations <br /> The tank installation is acceptable for waste oil storage. This assessment is valid for five(S)years <br /> (effective term); however,an assessment renewal is not required if the tank/system has secondary <br /> containment that meets standards. HDR I e'M recommends the following: <br /> • Installation of a 2-inch polypropylene tank vent(Banjo VC200 or similar) into the secondary <br /> containment space. With the absence of electronic interstitial monitoring,the secondary <br /> emergency vent plug should be removed monthly and the space checked for potential leaks. <br /> • Modification of the inspection log sheet to include leak check information(i.e.,free and clear of <br /> liquid). <br /> • Monitoring and maintenance continue in accordance with applicable regulations and <br /> manufacturer's requirements. <br /> This report is based on available information and was prepared in accordance with currently accepted <br /> engineering practices. No other warranty is implied or intended. This report has been prepared for the <br /> sole use of Tracy Express Carwash and Lube and applies only to the subject site and tank. Use of this <br /> report by third parties shall be at their sole risk.
