Inc. operates an automotive oil change service station under the Jiffy Lube brand at Store
92497 located in Stockton, California.A 500-gallon carbon steel tank is located in the basement of the
store and collects used oil removed from automobile crankcases. This oil is managed as a California-only
hazardous waste. Therefore, the tank and system is regulated under Title 22,Article 10,Section 66265 of
the California Code of Regulations(CCR).
The used oil tank is designed to operate at atmospheric pressure, is constructed of single-walled carbon
steel and is located in the basement of the store. It is rectangular in shape.
Used oil from automobile crankcases is collected in drain pans in the bays, and is transferred to the tank
using diaphragm pumps. The used oil flows through rubber hoses and steel piping. The oil is removed
from the tank by a licensed waste contractor on a regular basis, approximately once a week. This
operation is performed by connecting a hose to piping from a part in the top of the tank, and vacuuming
the oil into a tank truck. Additionally, operation and maintenance include performing a visual inspection
once per day, except on days when the store is closed.
AECOM conducted a visual inspection of tank system(primary tank interior was evacuated and cleaned)
on April 9, 2014 On the same day, AECOM conducted lightness testing on the tank and it passed.
On August 22, 2014,AECOM installed retrofits on the AST system. The retrofits included: (1)Installation
of emergency vents on the tank; (2)Installation of a seismic restraint system, (3) Installation of a high-
level alarm set to trigger if 90%of the tank's capacity is reached, (4) installation of a liquid level gauge. (5)
Placement of appropriate signage including, Hazardous Waste, Combustible,No Smoking, an NFPA 704
Placard, and the emergency procedure label,and(6) Moved the tank to maintain a minimum 36-inch
clearance from the other combustible liquid storage tanks.
Additional information to this compliance assessment is presented in Table 1.The attached, Table 1 —
Assessment of Used Oil Tank System, provides detailed descriptions of this tank system's current
compliance with the appropriate sections of the California hazardous waste regulations.
Table 1 —Assessment of Used Oil Tank System, Jiffy Lube Store#2497, Sacramento, CA
Attachment 1 —Evaluation of Tank and Tank Foundation Structural Integrity
Attachment 2—Tightness Testing Documentation
Attachment 3—Daily Inspection Log
Attachment 4—Tank System Documentation
Attachment 5—Seismic Restraint Documentation
Attachment 6- Photographs
Figure 1 —Drawing of Used Oil Storage Tank
Figure 2—Sketch of Site- Plan View
Figure 3— Sketch of Building Layout-Plan View—Upper Bay
Figure 4—Sketch of Building Layout—Plan View—Lower Bay
2
