Unable to determine if the sump sensors were located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately contact EHD to schedule an inspection to verify the sensors are to the lowest point of the sump. 305. Unable to determine if the sensors activate an audible and visual alarm or stops the flow of product when tested to ensure continuous monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. Immediately have a properly licensed, trained, and certified contractor to verify the sensors are capable of detecting a leak and activating an audible and visual alarm or stops the flow of product under EHD inspection. 311. Unable to determine if the line leak detectors are capable of detecting a leak. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor to verify the leak detectors are capable of detecting a a 3 -gallon per hour leak at 10 psi under EHD inspection. 314. Unable to determine if the ATG, enunciator, and exterior light used as the overfill prevention system is currently functional on the USTs. Each UST shall be equipped with an overfill prevention system. Immediately have a properly licensed, trained, and certified contractor to verify the functionality of the existing overfill prevention system under EHD inspection. 315. Monitoring, remote or on-site, is not provided due to illegal abandonment of the UST system. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately begin monitoring of the UST system and contact EHD to schedule an inspection for verification. 999. HSC 25404 (e)(4). California Environmental Reporting System (CERS) submittal requirement has not been met. NOTES: Conducted routine inspection and took photos from outside the facility building on public grounds. Based on Parcel Viewer, Property/Tank owner remains the same as referenced in this report. The sign listing ERS Global Realty Services for Greg Somerville at 209-649-9080 and 209-474-9000 observed last year has been removed. Facility remains closed, the dispensers tied down, and the exterior emergency shutoff switch pressed on. Audible alarm heard last year from outside the building is silent this year. No Monitoring Certification was conducted this year. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
