U-Haul <br /> Facility Number 7_OF <br /> � rzl-+oA— , California <br /> HEALTH AND SAFETY FLAN <br /> Page 8 <br /> 4.3 HANDLING OF CONTAMINATED SOIL <br /> • The excavation shall be conducted in 50 foot by 50 foot or smaller sections to minimize <br /> exposure of soil potentially contaminated with VOC's. <br /> • During excavation, monitoring shall be conducted to measure VOC's at a distance of no <br /> more than 3 inches above the freshly dug soil by using an organic vapor analyzer (OVA). <br /> This measurement shall be made for every load of soil and shall be taken no longer than three <br /> minutes after each load of soil is excavated. <br /> • The OVA shall be calibrated using hexane at a range of 0 ppmv by volume to 50 ppmv. The <br /> OVA shall be calibrated at least once at the beginning of each working day following the <br /> procedures specified by the manufacturer. OVA monitoring and calibrations will be <br /> documented. <br /> • VOC contaminated soil is a soil which registers at County identified levels or 50 ppmv or <br /> more when measured with an OVA at a distance of no more than three inches above <br /> excavated and exposed soils. <br /> • If the OVA measurement is between 50 ppmv and 1000 ppmv or the County identified level: <br /> • The working area shall be immediately sprayed with water, or covered with clean soil <br /> or treated with a district approved suppressant and <br /> • Each VOC-contaminated load of soil shall be sprayed with water or treated with a <br /> district approved vapor suppressant and be stockpiled separately. <br /> • If the OVA measurement equals or is greater than 1000 ppmv or the County identified level, <br /> the working area shall be sprayed with water or district approved vapor suppressant or <br /> covered with at least 4 inches of clean soil and <br /> • All VOC-contaminated soil shall be stockpiled separately from the non-VOC-contaminated <br /> soil and covered or sprayed with water or with a VOC suppressant. <br /> • At the end of each workday, all stockpiles shall be covered with 2 layers of overlapped, <br /> continuous, heavy plastic sheeting and secured to withstand high winds. <br />
