' Site Assessment Report • <br /> September 24, 1997 <br /> ' This prompted the Health Department to request the removal and inspection of the <br /> concrete to further assess the potential for subsurface contamination. RCP confirmed <br /> ' the hydraulic displacement of fuels up through cracks by conducting a test using their <br /> own trucks. Amherst was requested by RCP to visually inspect the fueling facility and <br /> ' provide a report of its findings and recommendations. The following report is based on <br /> the requested inspection. <br /> 1 <br /> Inspection <br /> tOn September 18, 1997, Amherst conducted a visual assessment of the facility and <br /> ' surrounding area. The following observations were noted during the site assessment. <br /> ' Surrounding Area <br /> ' This Cardlock Facility is located just off Wilson Way in Stockton, California. The area <br /> where the facility is located consists of a mixture of light industrial, residential and <br /> commercial businesses. In the past, Wilson Way was one of the few primary <br /> ' thoroughfares through Stockton on which were located a large variety of local <br /> businesses including motels. Many of the business in the area have changed over the <br /> ' years to suit the ever-changing economy of the area (See photos 1, 2 and 3). <br /> ' The fueling facility is attached to a large concrete and steel constructed warehouse that <br /> at one point housed a General Tire facility that distributed and/or manufactured tires. <br /> ' This building now contains an auto towing company, which appears to provide <br /> maintenance for its vehicles within the building. <br /> ' To the north of the facility there is a lift truck service company (see photo 4), and to the <br /> ' south is a restaurant (see photo 5). <br /> ' Site Inspection and Observation <br /> The Cardlock Facility consists of a two-island pump station covered by an 80'x 60' <br /> ' canopy (approximate). The canopy is attached to the structure (which houses the <br /> towing company) on its west edge (see attached drawing). The fuel islands contain <br /> ' 2 <br />
