0 0 <br /> SAFE WORK PRACTICES FOR CONTRACTORS WORKING AT RETAIL PETROLEUM/CONVENIENCE FACILITIES 23 <br /> 7.5 ELECTRICAL HAZARDS IMPACTING WORKING AT HEIGHTS <br /> 7.5.1 Overhead Electrical Hazards <br /> Portable ladders and all other working at heights equipment shall have nonconductive side rails if they are used where the <br /> employee or the ladder may contact exposed energized parts.Electrical hazards shall be considered in the JSA before working at <br /> heights. <br /> 7.6 LADDER POSITIONING AND USE <br /> 7.6.1 Ladder Positioning <br /> 7.6.1.1 Unstable Soil Conditions <br /> Use ladders only on stable and level surfaces,unless the ladders are secured to prevent accidental displacement. <br /> 7.6.1.2 Ladders on Slippery Surfaces <br /> Do not use a ladder on a slippery surface,unless you secure the ladder or it has slip-resistant feet to prevent accidental displace- <br /> ment. Never use slip-resistant feet as a substitute for care in placing, lashing, or holding a ladder used on a slippery surface. <br /> Examples of slippery surfaces include flat metal or concrete surfaces constructed so that there is no way to prevent them from <br /> becoming slippery. <br /> 7.6.1.3 Falling Object Hazards <br /> Always keep the area around the top and bottom of the ladder clear.Secure all tools and equipment that are being carried up a lad- <br /> der.The bottom of the ladder should be barricaded to prevent movement by unauthorized personnel,and to ensure that no one is <br /> standing in an area where they may come in contact with a falling object. <br /> 7.6.1.4 Ladders in Traffic Flow <br /> You shall secure ladders placed in any location where they can be displaced by workplace activities,pedestrian traffic or vehicular <br /> traffic,such as in passageways,doorways,or driveways.If you cannot secure the ladder,use a barricade to keep activity or traffic <br /> away from the ladder.Service vehicles may be used as part of a barricading system for these purposes. <br /> 7.6.1.5 Protection of the Public <br /> When ladders shall be placed in areas of pedestrian or vehicular traffic,the area under the ladder shall be barricaded to as to deter <br /> individuals or vehicles from passing underneath the ladder. <br /> 7.6.1.6 Non-self-supporting Ladders <br /> Place the top of a non-self-supporting ladder so that the two rails are supported equally. <br /> 7.6.2 Ladder Use <br /> 7.6.2.1 Loads <br /> Ladders shall not be loaded beyond the maximum intended load for which they were built,nor beyond their manufacturer's rated <br /> capacity. <br /> 7.6.2.2 Purpose <br /> Ladders shall be used only for the purpose for which they were designed. <br /> 7.6.2.3 Oil&Grease <br /> Always keep ladders free of oil,grease,and other slipping hazards. <br /> 7.6.2.4 Top Step <br /> The top or top step of a step ladder shall never be used as a step. <br />
