48 AN RECOMMENDED PRACTICE 1646 <br /> APPENDIX A.4—Hot Work—Section 13 <br /> A.4 Additional Requirements <br /> A.4.1 EMPLOYEE TRAINING <br /> Employees shall be trained so they know the relevant aspects of safety regarding Hot Work.Training should include: <br /> • Types and locations of potential fire hazards at the facility and specifically near the work area. <br /> • Work practices and techniques to control hot work exposures. <br /> • Atmospheric testing procedures. <br /> • Use of fire extinguishers,atmosphere monitoring equipment,and ventilation equipment. <br /> • Relevant Hot Work policies. <br /> Employees shall be trained prior to conducting their first Hot Work task,when assigned duties change,or when the employee's <br /> supervisor believes it to be appropriate. <br /> A.4.2 DUTIES OF THE FIRE WATCH <br /> • Understanding the location and nature of the hot work. <br /> • Remain in the area while the work is being performed and remain in constant communication range with person(s)doing <br /> the Hot Work. <br /> • Never leave the work area for any reason without a replacement. <br /> • When walls are involved in Hot Work,each side requires a fire watch. <br /> • The fire watch shall be in the ready position at all times when Hot Work is being performed.The ready position consists of <br /> being attentive and having the fire extinguisher in position prior to the start of work.The fire extinguisher shall be nearby <br /> while the Hot Work is being performed.The fire extinguisher shall be returned to its designated location when the Hot <br /> Work is complete.The fire extinguisher shall not be discharged unless a fire actually occurs. <br /> • The fire watch shall periodically survey the area with a direct-reading combustible gas meter to ensure the work area is suit- <br /> able for Hot Work. The work shall stop immediately if the combustible gas meter registers 10%or greater of the lower <br /> explosive level(L.E.L.)in the atmosphere. <br /> • The fire watch is authorized to stop the Hot Work whenever work conditions become unsafe or if the work description on <br /> the permit is exceeded.The supervisor shall be notified for any"stop work"situation. <br /> • The fire watch shall be equipped with the personal protective equipment needed to perform the work safely,such as prop- <br /> erly shaded goggles for working with welders. <br /> A.4.3 GAS TEST HOT WORK AREAS—COMPLETE HOT WORK PERMIT <br /> Before beginning the Hot Work permit process,the permit writer shall discuss the work with the site manager to assure that the <br /> operators of the site are aware of the work to be done. <br /> Atmospheric testing shall be performed as part of any Hot Work task. Workers performing gas testing shall check and calibrate <br /> their LEL monitoring equipment as necessary according to manufacturer's instructions.Calibration shall be documented properly <br /> and maintained as per the equipment manufacturer's and/or the contractor's procedures. <br /> For all Hot Work,the atmosphere shall be tested initially and periodically as conditions require.A Hot Work permit shall be com- <br /> pleted for any Hot Work to be conducted within 35 feet of flammable material.For any Hot Work conducted: <br /> • LEL shall never exceed 10%. <br /> • 1f LEL is greater than 10%Hot Work may not proceed,or if ongoing,shall be shut down immediately. <br /> The Permit Writer will complete the Hot Work Permit and review all permit conditions with any additional personnel performing <br /> the Hot Work. Any special conditions shall be noted on the permit and discussed with affected personnel. Personnel shall be <br /> informed that it is their responsibility to discontinue Hot Work immediately if an unsafe condition develops or may develop,and <br /> report to the permit writer.The permit shall be posted in a prominent location before beginning Hot Work. <br />
