Any potential release from the primary containment into the secondary <br />containment in the 87 product and 91 product piping does not flow into a collection sump. All secondary <br />containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the <br />underground piping. Immediately contact a properly licensed, trained, and certified contractor to ensure that any <br />releases in the 87 product and the 91 product piping flows into the 87 product and 91 product piping sump. <br />This is a minor violation. <br />306 <br />CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The test boot for the 87 product and 91 product were not pulled back at the STP sump, nor was there an open <br />shrader valve in either test boot. Immediately contact a properly licensed, trained, and certified contractor to ensure that any releases in <br />the 87 product and the 91 product piping flows into the 87 product and 91 product piping sump. <br />This is a Class II violation. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 91 UST spill container failed the 60 minute hydrostatic test. All USTs shall be equipped with a spill container <br />that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the <br />primary container or provide a means to keep the container empty. Immediately contact a properly licensed, <br />trained, and certified contractor to install an approved spill container under permit and inspection of the EHD. If a <br />spill container can't be installed immediately, there is a possibility that the 91 UST system may be red tagged to <br />prevent fuel inputs. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by August 11 th, 2018. <br />Document reviewed: Monitoring system certification test results 2015, 2016, 2017, secondary containment test <br />results 2017, employee training, response plan, maintenance records, monitoring plan and designated operator <br />monthly inspection reports from August 2017- June 2018. <br />Documents provided: Return to compliance certification. <br />Note: <br />FA0000508 PR0231462 SCO01 07/12/2018 <br />EHD 23-01 Rev. 10/31/2017 Page 4 of 5 Underground Storage Tank Program OIR <br />1868 E.
