("EKI") has prepared this letter on behalf of POSDEF Power <br /> Company, L.P. ("POSDEF") for the in-place closure of an used oil underground storage <br /> tank at the POSDEF facility located at 2526 West Washington Street in Stockton, <br /> California. Specifically, this letter: (1) transmits the analytical results of soil samples <br /> collected beneath the tank, (2) encloses completed Service Request forms, and <br /> (3) includes additional information on the procedures that will be followed to close the <br /> tank in-place. <br /> SOIL SAMPLE ANALYTICAL RESULTS <br /> On 19 September 2002, EKI collected two native soil samples below the invert of the <br /> used oil tank at each end of the tank. Collection and laboratory analyses of these samples <br /> were performed in accordance with EKI's Technical Workplan for In-Place Closure of <br /> Underground Storage Tank, dated 11 September 2002, which was approved for <br /> implementation by the San Joaquin County Public Health Services, Environmental <br /> Health Division ("PHS/EHD'). PHS/EHD representatives also witnessed the sampling <br /> activities. Copies of the soil sample laboratory analytical results are enclosed. <br /> Review of the enclosed analytical results confirms that the used oil tank did not leak. No <br /> petroleum hydrocarbons, polychlorinated biphenyls, hexavalent chromium, fuel <br /> oxygenates, or volatile organic compounds, including benzene, toluene, ethylbenzene, <br /> and xylenes, were detected in any of the samples above analytical method reporting <br /> limits. Concentrations of total chromium, lead, nickel, and zinc measured in the soil <br /> samples obtained in September 2002 were similar to those reported in earlier soil samples <br /> collected near the tank by Wright Environmental Services, Inc. in 1998.
