Catanyag
San Joaquin County
Environmental Health Department
304 East Weber Avenue, 3`d Floor
Stockton, California 95202-2708
Subject: hi-Place Closure of Underground Storage Tank
POSDEF Power Company, L.P., Stockton, California
(A20020.00)
Dear Mr. Catanyag:
Erler & Kalinowski, Inc. ("EKI") has prepared this letter on behalf of POSDEF Power
Company, L.P. ("POSDEF") for the in-place closure of an used oil underground storage
tank at the POSDEF facility located at 2526 West Washington Street in Stockton,
California. Specifically, this letter: (1) transmits the analytical results of soil samples
collected beneath the tank, (2) encloses completed Service Request forms, and
(3) includes additional information on the procedures that will be followed to close the
tank in-place.
SOIL SAMPLE ANALYTICAL RESULTS
On 19 September 2002, EKI collected two native soil samples below the invert of the
used oil tank at each end of the tank. Collection and laboratory analyses of these samples
were performed in accordance with EKI's Technical Workplan for In-Place Closure of
Underground Storage Tank, dated 11 September 2002, which was approved for
implementation by the San Joaquin County Public Health Services, Environmental
Health Division ("PHS/EHD'). PHS/EHD representatives also witnessed the sampling
activities. Copies of the soil sample laboratory analytical results are enclosed.
Review of the enclosed analytical results confirms that the used oil tank did not leak. No
petroleum hydrocarbons, polychlorinated biphenyls, hexavalent chromium, fuel
oxygenates, or volatile organic compounds, including benzene, toluene, ethylbenzene,
and xylenes, were detected in any of the samples above analytical method reporting
limits. Concentrations of total chromium, lead, nickel, and zinc measured in the soil
samples obtained in September 2002 were similar to those reported in earlier soil samples
collected near the tank by Wright Environmental Services, Inc. in 1998.
