Two forms have been enclosed. <br /> One form is for PHS/EHD representatives to be present at the POSDEF facility to <br /> observe sampling activities. These activities have been completed. The other form is for <br /> PHS/EHD representatives to inspect the used oil tank after it has been pressure washed <br /> and to observe filling the tank with an inert material. <br /> POSDEF included a check in the amount of$400.50 with its application to close in-place <br /> the used oil tank, dated 9 September 2002. The amount remitted was to cover fees <br /> associated with closing the tank in-place and the cost of PHS/EHD representatives to <br /> observe sampling activities that were performed on 19 September 2002. EKI understands <br /> that POSDEF has a credit of $37.00 that will be applied to the cost of PHS/EHD <br /> inspection services related to in-place closure of the used oil tank. If the actual cost of <br /> these inspection services exceeds $37.00, PHS/EHD will bill POSDEF for the difference. <br /> TANK IN-PLACE CLOSURE PROCEDURES <br /> POSDEF has retained Clearwater Environmental Management, Inc. ("Clearwater") to <br /> close in-place the used oil tank. Clearwater has a State of California Class A General <br /> Engineering Contractor and Hazardous Substances Removal License. Its Contractor <br /> License Number is 733303. Clearwater's contact information is as follows: <br /> P.O. Clearwater will spend the first day removing the fill spout, disconnecting <br /> piping, and increasing the opening in the top of the tank to enhance rinsing and inspecting <br /> its interior. The tank interior will be pressured washed with a water and detergent <br /> mixture to remove oily residue and sludge, if any, that may be present inside the tank. <br />
