(Wright) is pleased to submit this letter report to the San Joaquin County Public <br /> ' Health Services Environmental Health Division (PHS/EHD). This report documents site <br /> assessment tasks, as outlined in Wright's Work Plan, dated July 17, 1998 accepted at <br /> San Joaquin County Public Health Services, Environmental Health Division on August <br /> 25, 1998. <br /> Background <br /> In approximately 1987, POSDEF installed a 1,000-gallon waste oil storage tank to <br /> temporarily store waste oil products that are generated in connection with the operation <br /> of the power plant facilities. The tank is four feet in diameter and the top of the tank <br /> ' stands approximately six inches above surface grade. The tank is double-walled with <br /> primary and secondary containment. The tank system also utilizes a monitoring system <br /> to detect potential releases of product into the environment. The tank system is locally <br /> ' monitored with visual and audible alarms on a continued basis using a LEAK-X. The <br /> local alarm is connected to a Control Room using a Leeds & Northrop Max 1 Distributive <br /> Control System (DCS) which generates an audible alarm, a visual alarm and a <br /> permanent printout. A midnight reading is also manually recorded by an operator on <br /> their log sheet indicating the tank every day. <br /> I� According to POSDEF, water recently appeared in the interstitial space between the <br /> primary and secondary containment of the tank. Promptly upon discovering the water, <br /> POSDEF retained a California certified underground storage tank-inspector. POSDEF <br /> reviewed its tank monitoring records and concluded that there was no evidence of a loss <br /> i' of product or a release.
