UST Tank Information farms for both 87 grade tanks and the Diesel tank are not current in CERS. It is documented in CERS that there is no riser pipe secondary containment. During the inspection,fiberglass secondary containment was observed for the riser. Additionally, in the Diesel tank information plans, it is documented that there is vapor recovery primary and secondary piping. Vapor recovery piping was not observed for the Diesel tank. The monitoring plan indicated external audible/visual as an overfill protection in addition to the fill tube shut-off valve, no external audible visual alarm was observed at the time of inspection. Any change of information must be updated in CERS within 30 days of the changes. Immediately log into CERS, update the required information, and submit for review by the EHD. This is a Class II violation. 105 CCR 2632(d)(1) Failed to have an approved UST monitoring plan. The monitoring plan is not current and not approved by the EHD. It is documented that UDC(under dispenser containment) monitoring stops flow of product at the dispenser. It was observed that UDC monitoring triggers automatic pump shutdown. It is documented that the Diesel line leak detector is an FE Petro. The model number is missing from the monitoring form. The monitoring plan must be uploaded to the California Environmental Reporting System(CERS). Immediately log into CERS, make the necessary changes,and submit for review by the EHD. This is a repeat violation, Class II. 121 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. An inspection was last done on 10/11/16 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 11/10/16. This information has not been received resulting in a non-compliant status for this facility. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a repeat violation,Class II.
