4. REQUIRED INSPECTIONS <br /> Note: The contractor's PHS-EHD approved plans of the UST installation shall be retained at the job <br /> site and must be shown to the PHS-EHD inspector upon request. In addition, the applicable <br /> fire department shall approve the UST installation prior to commencement of work. <br /> All appointments for inspections must be made at least 48 hours in advance. Below are the <br /> minimum required inspections: <br /> a. Before installation, the tank shall be tested for tightness at the installation site in accordance <br /> with the manufacturer's written guidelines. If there are no guidelines, the primary and <br /> secondary containment shall be tested for tightness with air pressure between 3 and 5 pounds <br /> per square inch. In lieu of a pressure test, a vacuum expressed in inches of mercury in the <br /> interstitial space of the secondary containment, is acceptable. The pressure (or vacuum in the <br /> interstitial space) shall be maintained for a minimum of 30 minutes. <br /> b. All new primary piping and secondary containment systems shall be tested for tightness after <br /> installation in accordance with manufacturer's guidelines. Primary pressurized piping shall be <br /> hydrostatically tested at 150 percent of design operating pressure or pneumatically at 110 <br /> percent of design operating pressure. If the calculated test pressure for pressurized piping is <br /> less than 40 psi, 40 psi shall be used as the test pressure. The pressure shall be maintained for <br /> a minimum of 30 minutes and all joints shall be soap tested. If there are no manufacturer's <br /> guidelines, secondary containment systems shall be tested using an applicable method specified <br /> in an industry code or engineering standard. <br /> C. All lines other than pressure piping shall be pressure tested at not less than 3 p.s.i. and not <br /> more than 5 p.s.i. for a minimum of 30 minutes and soap tested while under pressure. <br /> d. Containment sumps shall pass a 24 hour hydrostatic leak test. <br /> e. The spill container shall be shown to be capable of draining liquid back into the fuel tanks. <br /> f. The monitoring system shall pass a functional test. The functional test shall consist of the <br /> activation of the alarm via all monitoring probes/sensors. <br /> g. Final inspection and approval to operate will be granted after the above requirements are <br /> satisfied and a hard copy of the tank integrity test [as required by Section 2635 (a) (5)] is <br /> submitted to the inspector at the site. <br /> If you need further assistance, or wish to schedule an appointment to discuss the plan review or <br /> field inspection, please contact our Underground Storage Tank Staff at (209) 468-3427. <br /> EH23 008 (REVISED 9-14-00) <br /> 3 <br />
