Aboveground pipe is welded DW steel manufactured by Rovanco (Exhibit
4). All seconddry pipes will be under vacuum and monitored by the
Veeder-Root. The system also has an aboveground filter room where the
system goes from underground to aboveground. The filter room has an 8"
concrete floor with a 6"containment berm with a low point Veeder-Root
sensor.
Gasoline Fueling System
Peterson Hydraulics, Inc. (PHI)will be installing one (1) 10,000 gallon
double-wall FRP Containment Solutions gasoline fuel tank. Fueling will
take place outside the Fuel Brake Building with one (1) 22 GPM standard
flow Gasboy dispenser. Pumps include two (2)FE Petro 2 hp VST
turbines with leak detectors. Dispenser will be controlled with the
Fleetwatch Fuel Management System. The system will be monitored with
a Veeder-Root TLS 350 for code compliance. Double-wall containment
sumps will be installed under the dispenser, tank sumps, and vent pipe
transitions. Underground piping is double-wall Smith FRP pipe.
Phase I Vapor Recovery is accomplished with the OPW two-point system
(VR-102-L) and Phase 11 is the Healy Vapor Systems Phase II Enhanced
Vapor Recovery(EVR) System with a Healy Clean Air Separator at the
vent riser and vacuum pump under the dispenser (VR-204-M).
Diesel Generator Fueling System
Peterson Hydraulics, Inc. (PHI)will be installing one (1) 4,000 gallon
double-wall Containment Solutions UL2085 diesel fuel tank with top fill,
emergency vents, vents, anti-siphon and all tank trim. Tank inventory and
leak detection will be monitored by a Veeder-Root tank monitoring
system. All piping is aboveground single wall sch. 40 B.I. pipe.
PHI's design is based on a similar facility which we constructed for the Orange County
Transit District. With the high flow and volume pumped through the system, individual
filters at the dispensers will clog and restrict fueling. Large filters similar to ones you see
for aircraft fueling are required. The filters are installed aboveground in a containment
room with a concrete floor and 6"beam. Once the pipe goes aboveground in the filter
room we cannot go back underground and meet code requirements for line leak detection
on underground pipe. If filters were installed underground in a sump, line leak detectors
still would not function properly because of the filter and confined space entry would be
required to enter the sump to change the filters. So to meet line leak detection
requirements we isolate the underground pipe from the filter with a solenoid valve right
after we leave the underground transition sump. The solenoid opens when pumps turn on
and close when pumps are shut down. After the filters we utilize the Rovanco DW
aboveground welded steel pipe to the dispensers. In addition, if the filtering issue did not
exits piping inside the building would have to be greater than 5' deep and the tank bury
depth would be approximately 9 feet deep. This would mean a confined space entry for
