Since the facility was closed and abandoned during the inspection, it appears that the UST system <br /> is not currently being monitored to prevent an unauthorized release. The underground storage tank <br /> system shall be operated to prevent unauthorized releases of fuel into the environment. Immediately <br /> begin operating UST monitoring system to detect and prevent unauthorized releases. <br /> 302. Since the facility was closed and abandoned during the inspection, it appears that the UST <br /> monitoring system is incapable of detecting a leak from the primary to the secondary containment. <br /> Immediately restore the UST monitoring system. <br /> 303. Since the facility was closed and abandoned during the inspection, it appears that the UST <br /> monitoring system is not installed or maintained to detect a leak at the earliest opportunity. Immediately <br /> restore the UST monitoring system. <br /> 304. Since the facility was closed and abandoned during the inspection, it appears that the UST <br /> monitoring system is not present in the interstitial space of a double-walled UST. Immediately restore <br /> the UST monitoring system. <br /> 305. Since the facility was closed and abandoned during the inspection, it appears that a continuous <br /> UST monitoring system is not being maintained for the underground piping and the under dispenser <br /> containments. Immediately restore the UST monitoring system. <br /> 311. Since the facility was closed and abandoned during the inspection, it appears that the line leak <br /> detectors are not capable of detecting a leak. Schedule the UST monitoring system certification testing <br /> to verify operation of the line leak detectors. <br /> 313. Since the facility was closed and abandoned during the inspection, annual testing has not been <br /> scheduled and the spill containers may not be liquid tight. Schedule the annual spill container testing to <br /> verify operation of the spill containers. <br /> 314. Since the facility was closed and abandoned during the inspection, it appears that the overfill <br /> prevention system is not capable of detecting a system overfill.
