Ask
San Joaquin County
Environmental Health Department AMENDED
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd IS -
Underground
5_Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
DP & DK INVESTMENTS INC 1 1206 E MARCH LN, STOCKTON May 03, 2017
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item # Remarks
306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity.
The diesel submersible turbine pump (STP) sump 205 sensor was leaning over and not located at the lowest point
of the sump and not located to detect a leak at the earliest opportunity. Also the under dispenser containment(UDC)
9-10 208 sensor was resting on aboard and not located at he bottom of the UDC. Monitoring equipment shall be
maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest
point of the diesel STP sump and UDC 9-10 sump by the service technician and the board was removed from UDC
9-10. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity.
This is a repeat violation, Class II.
313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight.
Dripping was observed above the shear valve in under dispenser containment(UDC) 7-8 and seepage was
observed at the shear valve iin UDC 9-10, indicating a leak in the primary piping. Also liquid was observed in the
UDCs. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained,
and certified contractor repair or replace the failed components. The service company must provide the following
documentation to the tank owner/operator for inspector review during the annual UST inspection: description of
parts installed, name and UST ICC number of service technician doing the work(manufacturer certification, proof),
and testing done to verify functionality of the repair.
This is a minor violation.
315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in submersible turbine pump (STP) sumps for the 87-, 91-, and diesel products and in under
dispenser containments (UDCs)for 7-8 and 9-10. If water could enter into the secondary containment by
precipitation or infiltration, it must be removed and disposed of properly. The service technician removed
approximately one cup of liquid from the three STP sumps, approximately one-quarter cup of liquid/product from
UDC 7-8 and approximately one-eighth cup of liquid/product from UDC 9-10 sumps. Ensure that all sumps and
annular spaces are maintained free of liquid.
This was corrected on site.
This is a repeat violation, Class ll.
Overall Inspection Comments:
An inspection report was provided to the facility operator on the day of inspection. The report was amended by
the EHD. The amended report replaces the initial report.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the amended inspection report.
Note: When it fails, spill bucket for the 87-product shall be replaced with a spill bucket that has a minimum
capacity of 5 gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage of
the collected spill into the primary container or provides a means to keep the spill container empty pursuant to
FA0001247 PR0231175 SCO01 05/03/2017
EHD 23-01 Rev.09/22/16 Page 6 of 7 Underground Storage Tank Program OIR
