San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209) 468-3420 Fax: (209) 468-3433 Web:www gov.org/eh. <br /> Underground Storage Tank Program Inspection Report <br /> =Facilitys: Date: <br /> Facility Name: Ma 03, 2017 <br /> DP & DK INVESTMENTS INC CH LN, STOCKTON Y <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS Il,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> Dripping was observed above the shear valve in under dispenser containment(UDC) 7-8 and seepage was <br /> observed at the shear valve iin UDC 9-10, indicating a leak in the primary piping. Also liquid was observed in the <br /> UDCs. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, <br /> and certified contractor repair or replace the failed components. The service company must provide the following <br /> documentation to the tank owner/operator for inspector review during the annual UST inspection: description of <br /> parts installed, name and UST ICC number of service technician doing the work(manufacturer certification, proof), <br /> and testing done to verify functionality of the repair. <br /> This is a minor violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in submersible turbine pump (STP) sumps for the 87-, 91-, and diesel products and in under <br /> dispenser containments (UDCs)for 7-8 and 9-10. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br /> approximately one cup of liquid from the three STP sumps, approximately one-quarter cup of liquid/product from <br /> UDC 7-8 and approximately one-eighth cup of liquid/product from UDC 9-10 sumps. Ensure that all sumps and <br /> annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by June 2, 2017. <br /> Note: When it fails, spill bucket for the 87-product shall be replaced with a spill bucket that has a minimum <br /> capacity of 5 gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage of <br /> the collected spill into the primary container or provides a means to keep the spill container empty pursuant to <br /> CCR, Title 22, section 2635(b)(1). <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
