The 87 fill sump sensor was also raised approximately 2 inches off the lowest point <br /> of the sump and not located to detect a leak at the earliest opportunity Monitoring equipment shall be maintained to <br /> be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump <br /> by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest <br /> opportunity. This was corrected on site. <br /> This is a Class II violation. <br /> 320 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion. <br /> Water was found in the: <br /> - Diesel STP sump on east side <br /> -Diesel fill sump on the east and west side <br /> -The 87 fill sump on the east side <br /> -The 91 fill sump on the east side <br /> Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, <br /> infiltration, or surface runoff. The service technician removed half a gallon of liquid from the diesel STP, diesel fill <br /> sump, 87 fill sump and the 91 fill sump and returned the sensor to its proper location. This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> This is an amended report that supersedes all previously issued reports for this inspection. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 6, 2016 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
