3.3 Explosion and Fire <br /> ' In general, the following items present potential hazards and will be addressed by the <br /> HSO. <br /> ' * Explosion and fire resulting from heavy equipment malfunction; <br /> * Explosion and fire resulting from penetration into underground utility lines (gas, <br /> electric; and <br /> * Explosion and fire resulting from vehicular accidents. <br /> ' As additional concerns are identified, provisions will be made to the HASP by the HSO <br /> as needed. <br /> ' 3.4 Dust Control <br /> Due to the dry, and climate in California, dust control is a concern. Dust, carried by <br /> airborne particulate, can present potential health and safety contamination problems. The <br /> potential health and safety problem is created primarily by workers inhaling contaminated <br /> dust. <br /> In order to reduce these potential dust problems, Kroeker, Inc. will keep all work and <br /> staging areas moist. <br /> 3.5 Noise <br /> ' The use of heavy equipment for these tasks poses the potential problem of noise. <br /> Excessive noise presents two potential problems at the site. First, it hinders <br /> communications between workers. This is a particular concern when working around <br /> ' heavy equipment. In order to minimize potential communications problems, the workers <br /> and equipment operators will always be in visual contact. <br /> ' Second, excessive noise poses potential health problems to the workers. It is expected <br /> that all personnel working around heavy equipment will wear earplugs. <br /> ' 3.6 Site-Specific Safety Hazards <br /> Provisions for the monitoring of hazards particular to the specific site activities ( such as <br /> ' slippery ground, uneven terrain, overhead equipment, electrical lines, traffic hazards, etc.) <br /> shall be addressed at the pre-entry briefing by the HSO. All personnel are expected to <br /> adhere to all applicable compliance regulations such as, but not limited to, OSHA <br /> ' standards 29 CFR 1910 (General Industry), 1926 (Construction Industry) and U. S. Army <br /> Corps of Engineers EM 385-1-1. <br /> 9 <br />
