In all situations, when on site emergency results in evacuation of the Exclusion
Zone, personnel shall not reenter until:
1. The conditions resulting in the emergency have been corrected.
2. The hazards have been reassessed.
3. The HASP has been reviewed and amended, if necessary.
4. Site personnel have been briefed on any changes in the HASP.
' 10.0 MEDICAL SURVEILLANCE AND TRAINING REQUIREMENTS
10.1 Medical Surveillance Requirements
' An essential requirement of the HASP mandates that project personnel, who may be
exposed to materials having potentially adverse and deleterious health effects, be
' medically certified and adequately trained prior to beginning work at the site. Kroeker
corporate medical surveillance programs have been implemented to establish a medical
baseline and periodic monitoring for any symptoms of overexposure for individuals who
' participate in remedial investigations, feasibility studies, and construction phase services
at hazardous waste management sites. Additionally, the program is intended to
determine the individual's capability for performing on-site work, including the use of
' respiratory protective equipment.
Each individual receives a physical examination by a licensed physician. Standard
' parameters such as height, weight, vision, temperature, and blood pressure and noted.
The complete physical examination is complemented by occupational and medical;
' histories. Other information obtained with the medical examination includes: chest x-
rays, electrocardiogram, pulmonary function test, urinalysis, and blood tests.
Attachment A describes the medical surveillance requirements for the Kroeker employees
' working on this site.
Subcontractor personnel will be required, at a minimum, to meet all applicable medical
monitoring requirements identified in OSHA's General Industry Standards (29 CFR 1910)
and Construction Standards (29 CFR 1926), including the requirements in 29 CFR
1910.120. Verification of such medical monitoring will precede each site specific
mobilization.
1
18
