10.2 Training Requirements
Kroeker requires that personnel who will work on-site be initially trained at an EPA-
approved health and safety training course meeting the requirements outlined in 29 CFR
1910.120. Normally, these are five-day (forty-hour)courses which include field
' demonstrations. The key points of the training program include respiratory training, risk
assessment, toxicology, chemical reactivity, use of monitoring equipment, downrange
work procedures, site safety procedures, levels of protection, protective clothing,
decontamination, and practical field exercises conducted for personal protection levels
A, B and C.
In addition to the initial forty-hour training program, Kroeker requires field
personnel to attend an annual refresher training program. The purpose of this 8-hour
refresher training is to ensure that personnel retain the basic knowledge necessary to be
adequately protected, and demonstrate proper site health and safety procedures.
Supervisors are also required to take an additional 8-hours of training geared toward their
supervisory responsibilities. Evidence of this training will be presented to the HSO prior
to work and will consist of certifications of satisfactory training according to proposed
standard 1910.20
Subcontractor personnel will be required, at a minimum, to meet all applicable training
requirements identified in OSHA's General Industry Standards (29 CFR 19 10) and
' Construction Standards (29 CFR 1926), including the requirements in 29 CFR 1910.120.
Verification of such training will precede each site specific mobilization.
1
19
