Underground Storage Tank Program Inspection Report <br />Date: <br />September 25, 2017 <br />Facility Address: <br />2849 E Myrtle St, Stockton <br />Facility Name: <br />Regional Transportation Center <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California95205-6232 <br />Telephone:(209) 468-3420 Fax :(209) 468-3433 Web:www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br />The designated operator failed to check and note the correct test dates on the designated operator monthly <br />inspection reports. <br />-The July 2017 and August 2017 incorrectly documented the monitoring system certification annual test date as <br />6/8/17. This inspection was last conducted on 9/7/16. <br />-The monitoring system certification test date is the only one being filled in on the inspection reports. The other tests <br />have been left blank, including annual spill container testing. <br />During the monthly inspection, the designated operator shall check that all required testing and maintenance for the <br />UST system have been completed and document the dates they were done. Ensure that designated operators <br />performing monthly inspections at this facility are including all of the required information on the reports. <br />The designated operator failed to visually inspect the tank top sumps for leaks, water, or debris during the during the <br />monthly inspections. The October 2016, December 2016, January 2017, February 2017, and March 2017 monthly <br />inspection reports marked that there were tank top alarms in the past month. Work orders were not available on <br />site for these alarms. The designated operator did not document inspection of the tank top sumps in these months. <br />During discussion of this issue on site, Mr. Smith noted this has not conducted because opening the tank top sumps <br />is a big task that is not conducted by the facility lightly. During the monthly inspection, the designated operator shall <br />visually inspect all spill containers and UDC sumps, and any tank top sump that had an alarm for which there is no <br />record of a service visit. Ensure that designated operators performing monthly inspections at this facility are <br />inspecting all of the required areas and noting it on the on the reports. <br />-The designated operator did not print all alarms on the attached alarm histories. The L17 alarm history was not <br />printed in August 2017. The S1 alarm history was not printed in February 2017. <br />-The designated operator stated that alarms were cleared, but did not attach any documentation taken in response <br />to the alarms. <br />-The designated operator failed to document all the alarms from the attached alarm histories on the designated <br />operator monthly inspection reports and failed to check that they were responded to appropriately.
