No visual inspections are being conducted on the exposed above <br />ground primary fuel piping, which has no secondary piping and is connected to the underground storage tanks <br />(Diesel 1 and Diesel 2). All portions of the underground storage tank system shall be visually monitored in <br />accordance with CCR section 2641 and 2642. Begin the visual monitoring, as required per above CCR sections, <br />update the onsite monitoring plan, as necessary, and submit proof of correction to the EHD. <br />2641(d): All portions of the underground storage tank system shall be visually monitored in accordance with section <br />2642. A portion of the underground storage tank shall be exempt from visual monitoring if the owner demonstrates to <br />the satisfaction of the local agency that one or more of the following conditions apply to that portion: <br />(1) It is not accessible for direct viewing; <br />(2) Visual inspection would be hazardous or would require the use of extraordinary personal protection equipment <br />other than normal protective equipment such as steel-toed shoes, hard hat, or ear protection; or <br />(3) The underground storage tank is located at a facility which is not staffed on a daily basis. <br />2642. (a): An owner or operator who is required pursuant to section 2641(d) to implement a visual monitoring <br />program shall comply with all of the following requirements: <br />(1) All visible exterior surfaces of an underground storage tank, including any visible horizontal surface directly <br />beneath the underground storage tank, shall be inspected at least daily by direct viewing. The inspection schedule <br />shall be established so that some inspections are conducted when the substance in the underground storage tank is <br />at its highest level; <br />(2) A written statement of the routine monitoring procedure shall be available at the facility and the record shall <br />include the frequency of visual inspections, the location(s) from which inspections will be made, the name(s) and <br />title(s) of the person(s) responsible for inspections, and the reporting format; <br />(3) Written records shall be maintained according to section 2712 of Article 10. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br />complete report which replaces the initial checklist. Violation #2030 was added. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />**The inspection could not be completed. The technician was unable to remove the plug under the shear valve in <br />the gasoline dispenser (NR-1) in order to connect the leak detector tester box. The 87 leak detector was not tested <br />This testing is required to be completed at least every 12 months and still needs to be completed. Immediately <br />schedule an inspection for the 87 leak detector test and provide 48 hours notification to the EHD. Please be aware <br />that a follow up inspection will be charged at our current hourly rate. <br />Page 8 of 9
