Underground Storage Tank Program Inspection Report <br />Date: <br />September 25, 2017 <br />Facility Address: <br />2849 E Myrtle St, Stockton <br />Facility Name: <br />Regional Transportation Center <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California95205-6232 <br />Telephone:(209) 468-3420 Fax :(209) 468-3433 Web:www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The following sensors were observed not located to detect a leak at the earliest opportunity: <br />-The annular brine sensors in the STP sumps, fill sumps, vent sump, transition sumps, and UDCs were located at the <br />bottom of the brine reservoirs, several inches below the liquid level. <br />-The 87 STP sump sensor was located on the side opposite the fuel piping. <br />-The diesel south STP sensor was located 6+ inches from the sump wall and the lowest point. <br />Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sump <br />sensors were relocated to the lowest point of the sumps and the brine sensors were relocated to just below the <br />brine levels by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the <br />earliest opportunity. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. <br />The fuel filters in UDCs NR-1 and NR-2 are not contained within the secondary containment (under dispenser <br />containments) for the dispenser piping. All primary portions of the UST system must be provided with adequate <br />secondary containment. Immediately make all necessary alterations to provide secondary containment or meet all <br />applicable Title 23 requirements for a UST system, under permit and inspection of the EHD. <br />This is a minor violation. <br />316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br />-Blue liquid was found in the diesel south STP sump. <br />-A small amount of liquid was observed in the diesel north STP sump. <br />-A small amount of liquid was observed in the diesel north fill sump. <br />Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, <br />infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste determination per Title 22 <br />hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and <br />certified contractor to address the water intrusion into the diesel north STP sump, diesel south STP sump, and diesel <br />north fill sump under permit and inspection of the EHD. <br />This was corrected on site. <br />This is a minor violation. <br />Page 7 of 9
