San Joaquin County
Environmental Health Department
1868 East Hazeiton Avenue, Stockton, California 95205-6232
Telephone: (209) 468-3420 Fax:(209) 468-3433 Web:www.sigov.org/ehd
Underground Storage Tank Program Inspection Report
[Facility Name: Facility Address: Date.
UNTRY MARKETPLACE 1789 W CHARTER WAY, STOCKTON March 07, 2017
SUMMARY OF VIOLATIONS
(CLASS I, CLASS ll, or MINOR-Notice to Comply)
Item# Remarks
307 CCR 2632(c) Monitoring system of the interstitial space of a double wailed system not maintained.
The 91 annular sensor failed to activate an audible and visual alarm when tested and, therefore, the tank is not
monitored. The interstitial space shall be monitored with a monitoring system connected to an audible and visual
alarm system. The failed, model 420 91 annular sensor was replaced "like-for-like,"with a Veeder root 420 sensor
(model number: 0794390-420) by an Elite IV technician Jarod Burke (ICC: 1113118, Veeder root: 2121118). The
sensor was replaced and retested during the inspection. The sensor was verified to be working properly.
This was corrected on site.
This is a Class 11 violation.
314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight.
The tertiary (rock guard) piping for the fuel lines were open in both the 87 and 91 submersible turbine pump sumps.
The technician installed and tightened the tertiary boots.
This was corrected on site.
The July 14, 2015 secondary containment test results indicate a failure at the 91 annular, UDC 516, and the UDC
9110. . All secondary containment for the UST system must be tight. Immediately have a properly licensed, trained,
and certified contractor repair or replace the failed component under permit and inspection of the EHD
Failure to resolve this violation may result in a red tag of the underground tanks and will prevent fuel deliveries.
This is a repeat violation, Class ll.
315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003).
Liquid was observed in the 91 product tank annular space. If water could enter into the secondary containment by
precipitation or infiltration, it must be removed and disposed of properly. The service technician removed 3 gallons
of liquid from the 91 product tank annular space. Ensure that all sumps and annular spaces are maintained free of
liquid.
This was corrected on site.
This is a minor violation.
318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 87 product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of
detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it
passed.
This was corrected on site.
This is a repeat violation, Class Il.
Overall Inspection Comments:
FA0007486 PR050B538 SCO01 03/07/2017
EHD 23-01 Rev.09/22116 Page 5 of 6 Underground Storage Tank Program OR
