If water could enter into the secondary <br /> containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician <br /> removed approximately 1 quart of liquid from the 91-product STP sump, approximately five gallons of liquid from the <br /> 91-product fill sump, approximately one-quarter cup of liquid from the 87-product STP sump, approximately one <br /> quart of liquid from the 87-product and 89-product fill sumps and approximately two gallons of liquid from UDC 5-6. . <br /> Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 91-product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br /> passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The 89-and 91-product spill containers failed the one-hour hydrostatic test. All LISTS shall be equipped with a spill <br /> container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into <br /> the primary container or provide a means to keep the container empty. Immediately contact a properly licensed, <br /> trained, and certified contractor to repair or install approved spill containers. An inspector must be present to <br /> confirm that the two spill containers pass the one-hour hydrostatic test; the time spent for the inspection will be <br /> charged to the owner at the hourly rate of$139 per hour. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by March 16, 2017. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
