0 •
A3.0 PERMITS AND INSPECTIONS
According to the San Joaquin County Department of Public Health, Environmental
Health Services, Underground Tank Unit (County), a permit to close underground
storage tank storing hazardous materials will be required for the UST removal. In
addition, an excavation permit will also be required by the City of Tracy. CKY will
obtain the permits before the field work starts and append them in the tank closure
report. Further, CKY will provide the Corps of Engineers representative, the airport
manager, and the County a copy of project schedule and notify them prior to
initiating tank removal activities.
A4.0 APPROACH
The work associated with this delivery order consists of eight tasks, as described
below. Details of the removal procedures are included in the QC Program of the
GMP.
A4.1 Task 1 - Site Reconnaissance and Mobilization
This task will start at the conclusion of the pre-construction conference on site.
During the site reconnaissance areas will be identified for equipment storage;
• excavated soil stockpiles; UST, piping, and debris storage; and decontamination.
Additionally, the UST and associated piping at the site will be located using
electronic locating equipment and by correlating site reconnaissance and the
supplied as-builts drawings of the UST area. Tank and piping location will be
evaluated to determine what measures, if any, are to taken to prevent damage to
existing utilities.
Underground Services Alert (USA) will be notified at least 48 hours in advance to
check utilities. The tank location, dimensions, and ancillary equipment will be
identified by using marking paint. Any underground utilities not associated with the
tank will be identified by USA using marking paint of a different color.
Mobilization of field equipment and supplies will be done following the site
reconnaissance.
A4.2 Task 2 - Exposure of Tank and Piping
Before excavation starts, the surface area above the tank will be cleared of asphalt
pavement and any surface debris. The tank will be exposed using a track-mounted
excavator or wheeled backhoe until sufficient area is available for purging and
inerting the tank. All piping will be similarly uncovered until sufficiently exposed to
. allow removal of the piping.
A-2
