0 0 <br /> The bottom of the fence will be no higher than 2" above the ground surface. <br /> • Sufficient warning signs shall be clearly posted on the fence. <br /> • The fence will be properly maintained during the length of construction, including <br /> weekends. <br /> 513.5.10 Excavations at Airports or in Close Proximity to Roadways <br /> In addition to the installation of fencing, lighted barricades will be placed at the fences at <br /> all excavations within the active air operations areas or near roadways. The barricades <br /> will be operated during the time from dusk to dawn. <br /> 513.6 CLEANSING OF TANK <br /> Field personnel will clean and inert the tanks prior to transport to the temporary storage <br /> facility (TSD) facility using the methods and procedures described in the site work plan <br /> for that project. Sampling and analysis will be conducted to determine if the tank rinsate <br /> is a hazardous waste. The rinsate will be contained, chemically characterized, removed <br /> and disposed of in accordance with all Federal, State and local requirements. If the <br /> rinsate is determined to be a Federal, State or local hazardous waste, it will be <br /> transported and disposed of as hazardous special classified waste in accordance with all <br /> • local, State, and EPA solid waste laws and regulations. <br /> 513.6.1 Tank Cleaning - Exterior <br /> All soil will be removed from the tank exterior to eliminate soil deposition on roadways <br /> during transportation to a temporary storage area, ensure markings will adhere to the <br /> tank surface, and simplify tank cutting. Soil will be removed using non-sparking tools. <br /> Soil removal will be accomplished on a paved area adjacent to the tank removal site if <br /> available. Uncontaminated soil removed from the tank exterior will be recovered and <br /> used as backfill in the former tank excavation. Stained or discolored material, or material <br /> screened and found to be contaminated, will be removed from the exterior of the tank <br /> adjacent to the tank excavation. <br /> Contaminated soil removed will be collected on a 30 mil impermeable geomembrane <br /> and stockpiled with other contaminated soil removed from the excavation. After removal <br /> from the excavation the tank will be placed on a level surface adjacent to the tank <br /> excavation and secured with wood blocks to prevent movement. All perforations in the <br /> tank will be plugged using boiler plugs except one single 1/8"-1/4" vent hole to prevent <br /> the tank from being subjected to differential pressures prior to transporting the tank to <br /> the temporary storage area, for interior cleaning, or to a TSD facility. <br /> 5 <br />
