Access roads will be watered as necessary to sufficiently wet the
surface; motorized equipment will be operated at speeds that will not cause undue
release of dust. Similarly, water sprinkling will be used to reduce dust in the work
area and during loading as necessary.
Vehicular exhaust will be controlled by standard engineering devices. Vehicles will
be checked for exhaust before allowing to enter the job site.
Burning of materials will not be permitted on site. Similarly, burning of
uncontaminated waste offsite will also be prohibited unless it is done in a controlled
environment and is in compliance with applicable State and local regulations.
D2.3 Protection of Soil and Land Resources
D2.3.1 Land Resources
The areas immediately outside the limits of work area will be preserved in their
present condition. Damaged land resources will be restored to a condition that will
appear to be natural. CKY will identify areas and land resources that are within the
general work area before construction activities. The effort includes marking of
utility lines, vegetation of environmental concern, land formation, nesting, hunting,
or otherwise inhabited areas of protective species. The identified areas may be
• flagged or fenced as protected sources. Upon written approval of the COR, those
land resources that will impede the construction will be removed. Replacement of
these resources will take place upon completion of the project.
Although there are not any endangered species at this site, the Environmental
Assessment prepared by IT Corporation, June 1994, identified a species, the San
Joaquin kit fox, which could be significantly impacted by this project. According to
the Assessment report, there is a potential for kit foxes to be present during the
removal because they have been reported at the site and suitable habitat is present
in the surrounding area. Kit foxes that occur at or near the site can be entrapped
and possibly killed in the open pit. To avoid impacts on kit foxes during the removal
actions, escape ramps will be placed in the open pits to prevent them from
becoming entrapped. The ramps will remain in the pits when personnel are not
present during the removal. Also, excavated soil will be placed on paved or gravel
surfaces to avoid impacts on kit foxes from placement of excavated soils and
sawcuttings on potential kit foxes dens.
D2.3.2 Vegetation
CKY will take necessary actions to protect and prevent damage to trees, shrubs,
and vegetation not identified for removal. Existing trees and shrubs will not be used
• to anchor cables, ropes, or guys. Trees that may be damaged by site activities will
be protected by placing boards, planks, poles, or fencing around them. If
D-2
