Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />May 04, 2018 <br /> Facility Address: <br /> 2115 W YOSEMITE AVE, MANTECA <br /> Facility Name: <br /> 7 ELEVEN 2369-39858A <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 305 HSC 25290.1(e) VPH monitoring of the interstitial spaces of the UST system is not maintained. <br />The L25 Dispenser 5/6 brine sensor worked when initially tested, then it would go into alarm when submerged in <br />brine, and out of alarm when out of brine. The sensors monitoring the liquid level in the interstitial space shall be <br />maintained so that a breach in the primary or secondary containment is detected before the hazardous substance is <br />released into the environment. The sensor was replaced and retested during the inspection. A “UST Retrofit <br />Verification with Inspector Already Onsite” form has been completed and provided to the operator and contractor. <br />This was corrected on site. <br />This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The UDC 3/4 brine sensor was located with insufficient brine levels. The sensors monitoring the liquid level in the <br />interstitial space shall be maintained so that a breach in the primary or secondary containment is detected before <br />the hazardous substance is released into the environment. During the inspection, Walton Engineering added <br />Western Fiberglass brine to UDC 3/4 brine reservoir. Correct immediately by having a properly licensed, trained, <br />and certified contractor investigate the components with a functional component and obtain a permit within one <br />business day from the EHD if necessary. <br />This is a Class II violation. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork within 30 days of receipt of this report. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
