Date: June 25, 1999 VW 4WO <br /> WRITTEN MONITORING PROCEDURES <br /> UNDERGROUND STORAGE TANK MONITORING PROGRAM <br /> This monitoring program must be kept at the UST location at all times. The information on this monitoring program are <br /> conditions of the operating permit. The permit holder must notify San Joaquin Counri.OES and San Joaquin County Environmental <br /> Health within 30 days of any changes to the monitoring procedures,unless required to obtain approval before making the change. <br /> Required by Sections 2632(d)and 2641(h)CCR. <br /> Facility Name Ben-Holt/I-5 Shell <br /> Facility Address 3011 W. Benjamin Holt, Stockton <br /> A. Describe the frequency of performing the monitoring: <br /> Tank Continuous electronic monitoring. The system is remotely monitored by Veeder Root <br /> daily and all alarms will trigger an immediate notification to Veeder Root. <br /> Piping Continuous electronic monitoring. <br /> B. What methods and equipment, identified by name and model, will be used for performing <br /> the monitoring: <br /> Tank: Annular space monitoring and automatic tank gauging Veeder Root TLS-350 <br /> version 8473 & 8493, Simplicity system for the product tanks. Leak Rate: 0.2 gph, TLS- <br /> 350 annular space monitor for the Used Oil tank. <br /> Piping: Veeder Root TLS-350 with PLLD series 8484, pressurized line leak detection and <br /> positive shut down of the turbines. Leak rate of 0.3 gph. <br /> C. Describe the location(s) where the monitoring will be performed (facility plot plan should <br /> be attached): <br /> The monitor is located in the IN THE SERVICE BAY <br /> D. Reporting Format for monitoring: <br /> Tank: A written monitoring log. <br /> Piping: A written monitoring log and annual certification <br /> F. Describe the preventative maintenance schedule for the monitoring equipment. Note: <br /> Maintenance must be in accordance with the manufacturers' maintenance schedule <br /> but not less than every 12 months. <br /> The monitoring systems shall be certified annually in accordance with manufacturers <br /> recommendations System set-up must be checked to verify that the 99% operating mode <br /> option has been selected <br /> G. Describe the training necessary for the operation of UST system, including piping, and the <br /> monitoring equipment: The operators receive initial training when the equipment is first <br /> installed Each person attending signs a training letter certifying they received training. <br /> The station is provided a manual exylaining the alarms that become audible/visual, and it <br /> tells them what their response to these alarms should be. Refer to the stations Health & <br /> Safety green binder, Employee Training Section located at the cashier counter, for more <br /> detailed information. <br />
