All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow <br /> of product at the dispenser when it detects a leak. The service technician adjusted the chain(s)and verified <br /> functionality. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the 87, 92 and diesel product Submersible Turbine Pump (STP) sumps, and the Under <br /> Dispenser Containment(UDC) sump on dispenser 7/8. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed about 1/4 <br /> gallon of liquid from the 87 and diesel STP sumps, about 1/2 a gallon of liquid from the 92 STP sump and about 1 <br /> cup of liquid from the 7/8 UDC sump. of. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The diesel line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting <br /> a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. <br /> This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 12, 2017 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
