MONITORING PLAN: (continued) <br /> - Should any liquid be detected at any one of the inspection points, the <br /> dealer shall determine if it is product or water by the use of 'Kolor-Kut' <br /> gasoline finding paste. This particular paste will not react to water, <br /> only gasoline. Operator shall have an ample supply of 'Kolor-Kut' paste <br /> on hand at all times. <br /> h. Emergency Response Procedure: <br /> Once the operator is aware of a potential leak he shall: <br /> - Shut the system down using pump shut-off switch <br /> - Attempt to isolate leak location by inspection <br /> - Contact the City of Lodi Fire Department <br /> - Record the leak with the action taken on the recordable discharge log <br /> (Incident shall be signed by the responsible representative) . <br /> These procedures along with emergency telephone numbers will be posted in the <br /> Owner's office. <br /> The City of Lodi shall be responsible for contacting the local Environmental <br /> Health, Fire Department and a local petroleum maintenance contractor if a leak is <br /> confirmed. Hazardous materials shall be cleaned up in a timely manner or as <br /> required by Environmental Health or Fire Departments. <br /> 9. METHOD FOR OVERFIL4/SPILL PROTECTION AND cLFAN-UP: <br /> a. GASOLINE TANK <br /> 1. Gauging: Operator is to control delivery and gauge tank prior to receiving <br /> fuel load to assure tank holding capacity is available for entire delivery. <br /> Driver is to gauge tank to assure capacity is available for entire delivery <br /> and to remain in attendance with Owner's maintenance supervisor (Omer <br /> Coulter) during delivery to monitor the operation. <br /> 2. Ball float system: The ball float valve system installed with the tank <br /> substantially prevents the possiblity of overfill occurring. If the tank is <br /> filled to the ball float level, the petroleum product delivery will be cut to <br /> 3 gallons per minute alerting the delivery driver of a potential overfill <br /> condition. In the event that this occurs, the following actions will be <br /> taken: <br /> a. The delivery truck driver shall turn off the petroleum product supply at <br /> the truck, leaving the hose fully connected to the tank fill pipe and the <br /> truck. <br /> b. The small amount of petroleum product remaining in the hose shall be <br /> slowly drained into the tank. Since the ball float valve is 2" to 3" <br /> below the top of the tank, there remains a 100 + gallon capacity within <br /> the tank at the moment when the ball float closes off delivery. The <br /> bleed hole in the ball float valve allows the remaining petroleum product <br /> in the hose to completely drain through the fill pipe into the tank. <br /> ROBERT H.
