I have made three unsuccessful attempts <br /> to obtain the required aright-of-entry(ROE)license from the property owner in the past few weeks. Each time I <br /> approached her with an unsigned ROE, and requested permission to sample the old well, she emphatically told me <br /> that"someone"had told her that the old well was just fine and that no sampling is necessary. Five years ago,before <br /> Sierra-Pacific had installed any down-gradient monitoring wells in the east Stockton neighborhood,we sent her ROE <br /> letters and visited her personally in an attempts to gain entry for sampling. The result was similar. <br /> I recently spoke with Mike Infurna about the 1912 Sutro Avenue ROE problem. He has spoken to the resident twice <br /> about the well, and indicated that he intends to report the "illegal well'to another San Joaquin County agency. I <br /> asked him to wait until you have had an opportunity to consider the action.
