In our 5 July
2001 telephone conversation, you pointed out that it is not clear that this well is within
the influence of the groundwater plume emanating from the former PureGro facility. You
identified a monitoring well pair(MW-13A/B) that you recently installed at 1836 North
Sutro Avenue that lies between 1912 North Sutro and the PureGro site. You suggested
that if the analytical results from this well pair show that it lies within the plume, then
UNOCAL would be willing to conduct the requested analyses at 1912 North Sutro.
You present a reasonable method to determine if 1912 North Sutro lies within the plume.
The 19 April 2001 Report of Ground Water Sampling and Analysis, Aquifer Test Wells
contains the intial analytical results for MW-13A/B. Based on the initial sample results,
MW 13A (screened in the first encountered aquifer) contains 85.4 mg/l of nitrate-N, 76
mg/1 of ammonium, 1.8 ug/1 of 1,2-dichloropropane, and 2.9 ug/1 of chloroform. These
concentrations exceed the background concentrations of these compounds, as recorded at
upgradient well MW-10. These data show that the well at 1912 North Sutro is likely to
intersect the shallow groundwater plume.
Therefore, it is reasonable for UNOCAL to proceed with securing a right-of-entry
agreement from the owner of 1912 North Sutro Avenue and analyzing the domestic well
water for nitrate, ammonium, volatile organic compounds, chlorinated herbicides, and
fumigants. In our telephone conversation, you alerted me that the 11 July 2001 target
date for a water sample requested in our 26 June letter is not reasonable given you must
first secure right-of-entry. Please proceed and by 10 August 2001 notify us as to when a
California Environmental Protection Agency
pra Recycled Paper
The energy challenge facing California is real.
