All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br /> passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b)No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The diesel product spill container failed the one hour hydrostatic test. All LISTs shall be equipped with a spill <br /> container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into <br /> the primary container or provide a means to keep the container empty. Immediately contact a properly licensed, <br /> trained, and certified contractor to install an approved spill container under permit and inspection of the EHD. If a <br /> spill container can't be installed immediately,there is a possibility that the diesel UST system may be red tagged to <br /> prevent fuel inputs. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 11th, 2018. <br /> Documents reviewed: monitoring system certification for the year 2015, 2016 and 2017, secondary containment <br /> testing results from 2017, alarm logs, employee training, designated operator monthly inspection reports from <br /> July 2017 to June 2018. Monitoring plan, and response plans were not found on site. <br /> Documents provided: Return to compliance form <br /> Notes: Financial responsibility documents uploaded will expire on 7/10/2018. Please ensure that the financial <br /> responsibility documents stay current once at all times. The cashier on site, Happy Kaur, stated that she had the <br /> authority to grant the inspector permission to conduct the inspection. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
