Violation T14 CCR, Section 18459—Manifesting Requirements—The Brannon Fleet <br /> Tire moved 1269 tires to the Brannon Fleet Tire North site. The Brannon Fleet Tire North <br /> did not have a TPID, approved land use or business license. The tires delivered there <br /> were not properly manifested and did not follow the manifesting requirements. <br /> Discontinue immediately. <br /> Notes: <br /> On October 5, 2009, San Joaquin County Environmental Health Department <br /> (EHD) staff attended a meeting with Board of Supervisors' Member Larry Ruhstaller and <br /> Mr. Jerold Brannon of Brannon Tire to discuss concerns with recent EHD inspection <br /> activities at Mr. Brannon's tire facilities located in San Joaquin County. During the <br /> meeting, it was agreed that a joint inspection of Mr. Brannon's tire facilities by EHD and <br /> California Integrated Waste Management Board(CIWMB) staff would help provide <br /> clarification on State compliance issues and allow uniform guidance on waste tire <br /> regulations. CIWMB Waste Tire Program staff agreed to participate in the joint <br /> inspection, and it was conducted on November 10, 2009, by Benjamin Escotto, EHD <br /> Environmental Health Specialist; Robert McClellon, EHD Program Coordinator; and Bill <br /> Motmans, CIWMB Integrated Waste Management Specialist; with Mr. Brannon in <br /> attendance. The inspection findings for the facility visited that day are listed above and <br /> both agencies have discussed and concur with the findings and related corrective actions. <br />
