Based on
what was discussed, following is what Jim would like you to do:
NOTE: We assumed the "Drafts" were submitted in this form for efficiency sake. It is expected that
actual Waste Tire & Inspection Reports will eventually be completed and submitted containing
appropriate language, including the amendments below.
RE: Advance Equipment Sales: since they were under 500 tires, they are "In Compliance." No A/C
should be issued for A. or B. on your draft. However, you may certainly mention the business
license/storage of tires related to the business license issue in your Comments or narrative.
RE: Fleet Tire: Go ahead and issue the NOV, as your draft indicates, with 30 days to come into
compliance. Your Comments and narrative can address what you observed regarding the retreading on
site; that they do not have a current business license which proves (or states) they are a retreader.
Your Comments and/or narrative should further state that the Tire Count of 4,169 exceeds the 3,000
tire limit for retreaders. In order to come into compliance, they can reduce the amount of tires on site,
or apply for a Minor Waste Tire Permit.
RE: Field north and adjacent to Fleet Tire: Obtain a TPID number, name and address for that site and
treat it as separate from Fleet Tire. Prepare an Inspection Report and issue them an NOV, as your
draft indicated. Give them 30 days to come into compliance. NOTE: As you know, TPID numbers are
site specific, so you must identify that parcel, and name it to the best of your ability based on San
Joaquin County records. (If, upon receipt of the NOV, Brannon operatives want to call that site by
another name, Fleet Tire Annex, for example, let me know, and I will change the name in WTMS.
Alternatively, if they rid the site of tires, we could "Close" the TPID in WTMS). The Business Type for
this site should be characterized by filling in the bubble for "Other" until such time as it can be
established what type of business this is.
It was assumed that you also prepared an Inspection Report for Advanced Trailer but did not submit it
for review; if so, no need to send it now if you will be submitting it later with the rest of your inspections.
At Jim's request, please resubmit for our review, the "Drafts" incorporating the above
comments/amendments.
Please let us know if you have any questions.
Thanks,
Bill
From: Benjamin Escotto [EH] [ma i Ito:bescotto@sjcehd.com]
Sent: Tuesday, November 17, 2009 2:15 PM
To: Motmans, Bill
2/2/2010
