00 <br /> On May 15, 2007, Jenni Frase and Michael Kith went to 3730 N Wilson Way with intent <br /> to conduct an annual Waste Tire Survey Inspection. Jerold Brannon gave consent for <br /> inspection and Jaime Alvarez accompanied throughout inspection. <br /> The total number of tires counted as waste tires at 3730 N. Wilson Way was <br /> approximately)180. Photos were taken. <br /> The inspection began at the northwest corner of the retread facility, moving eastward and <br /> then south along the east side of the facility building, and proceeded west along the south <br /> side of the building. The north side of the property contained 30 passenger, 75 truck, and <br /> 10 giant tires that were inaccessible for inspection. Vegetation, including grass, weeds, <br /> and thistles were growing in aisles between and behind tires in northeast corner. The east <br /> side of the property contained 207 truck tires, 25 giant tires, and 25 passenger tires that <br /> were inaccessible for inspection. The loading dock at the east end of the retread facility <br /> building had a trailer from Tri-C that was in transition of being loaded with waste truck <br /> tire casings, and the content was not counted toward the total tire count. The south end of <br /> the property contained 100 passenger tires (30 of which were on the ground in piles), 30 <br /> solid tires, and 177 truck tires that were inaccessible for inspection. A Tri-C trailer was at <br /> the southwest end of the property, full of mixed sized waste tires, waiting for pick up, <br /> estimated to be 500 tires. License plate on the trailer was 4AX2341. <br /> The inspection was continued to the adjacent property at 3550 N. Wilson Way, where <br /> Brannon Tire stores new and used tires in secured, non-roadworthy, non-registered <br /> trailers. The hurricane fence that runs between the two properties is opened at the east to <br /> allow tire movement between the two properties without having to enter any roadways. A <br /> new lift had been obtained by Brannon Tire that squeezes 5-6 tires and picks them up off <br /> the ground for ease of tire casing movement. Casings are moved in quantities less than 9 <br /> from the retread facility site to the adjacent lot, per operator. <br /> The total number of tires counted as waste tires at 3550 N. Wilson Way was <br /> approximately 1625. Photos were taken. <br /> A 54' trailer was in the front of the property that was full of waste tires waiting to be <br /> picked up by Golden By-Products. The trailer had identifying marks: trailer# 537070 <br /> with license plate 4BR4267. It was estimated to contain 500 waste tires. A white PINES <br /> trailer was also on site that was full of waste tires waiting to be picked up by a third party <br /> hauler. It was estimated to contain 250 waste tires. A white 40'trailer with red and orange <br /> paint covering an old Safeway logo on it contained 92 truck tires. The trailer was marked <br /> trailer#151 F, and had blue 8" graffiti on the side that read "4-T". A white 40'trailer with <br /> red and orange paint covering an old Safeway logo on it contained 150 truck tires along <br /> with metal rims. The trailer was marked trailer423IF. A white 27' trailer contained 112 <br /> truck tires in it. The trailer had no identifying marks. A silver 53' Challenger Freight <br /> trailer had 38 truck tires in it. The trailer had a Tennessee license plate with the numbers <br /> 0985855 and was marked trailer# 46436. A white 54' CUBE Transport trailer, license <br /> plate 1 VN4850 contained 60 truck tires. Truck tire casings were stacked 8, 9, and 10 tires <br /> high in 36 stacks on the ground that did not allow individual inspection access. These <br />
